The PUBLICUHO Journal is organized by the Laboratory of the Public Administration Department and published by Halu Oleo University. The PUBLICUHO journal material is the result of research and studies in the field of social science in general and the focus on Public Administration, Management and Public Policy Studies, Political Dynamics, Governance, Community Empowerment and Local Wisdom including studies of other social issues.

Peer Review Process

Manuscripts submitted to Journal Publicuho will undergo a selection and assessment process by the Editorial Board to ensure their accordance with the writing guideline, aim and scope, and that they are of excellent academic quality. The manuscripts will be reviewed using the double-blind peer review method in which case neither authors nor reviewers know each other’s identities.

Publication Ethics

Journal Publicuho is a journal with the goal of becoming a leading peer-review platform and an authoritative source of information. Journal Publicuho publishes original research articles, reviews articles and case studies focusing on the study of state administration, management and public policy, politics, government, global issues, community development and social issues as well as various studies of other social sciences. This is in line with the mission of Halu Oleo University to promote and disseminate knowledge and understanding.

Journal Publicuho offers open access to its journal articles. Journal Publicuho is committed to upholding ethical standards of conduct at all stages of the publication process.

Publication Ethics for Journal Editors

The editor must be responsible for everything published in the journal. It includes measures to assess the quality of materials they receive for journals and the willingness to publish corrections and clarifications as necessary.

The editor must act in a fair and balanced way while carrying out his duties, without discrimination.

The editor should provide guidance to the authors and reviewers about everything that is expected of them.

Peer Review

The editor must make decisions about which articles to publish based on the quality and suitability of the journal.

The editor shall handle the submission fairly, unbiased and timely and treat all manuscripts as confidential, to be distributed to others only for peer-reviewed purposes.

The editor must have a system to ensure that peer reviewers' identity is protected unless they use an open review system that is expressed to authors and reviewers.

Editorial Board

The editor must provide members of the new editorial board with guidance on what is expected of them and should constantly update existing members on new policies and developments.

Conflict of interest

The editor must have a system to manage their own conflict of interest and also the interests of their staff, authors, reviewers and board members.

Publication Ethics for Journal Authors

Authors must state that all works in their papers are original, and to quote content from other sources appropriately to avoid plagiarism.

The author shall ensure that his contribution does not contain any defamatory or infringing copyright or other intellectual property rights or other rights of any third party.

The list of authors must accurately reflect who is doing the research and writing articles, and the order of authorship should be determined jointly by all coauthor.

Authors should make sure that their manuscripts correspond to the ones submitted are not considered (or accepted for publication) elsewhere. When the passage of the script overlaps with the published or sent content, this should be acknowledged and quoted.

Funding sources for research projects should be included in all funded research papers. Other supporting sources should also be clearly identified in the manuscript, usually in an acknowledgment.

Authors must notify editors or publishers if there are significant errors in their published publications, and work with editors to publish erratum, addendum or retraction if necessary.

Ethical Publications for Journal Articles Reviewer

Reviewers should assist in improving the quality of submitted articles by carefully reviewing the manuscript, judgment, and objectivity, in a timely manner.

The reviewers shall notify journal editors of published or submitted content that is similar to the subject under review or any allegation of plagiarism.

The reviewer should state potential conflicts of interest in connection with certain articles or authors.

The reviewer should respect the confidentiality of the information or materials provided during the review process.

Guidelines for Reviewers

Responsibility of Peer Reviewer
Peer reviewer is responsible for critiquing by reading and evaluating manuscripts in the field of expertise, then giving constructive advice and honest feedback to the author of the article submitted. Peer reviewers, discuss the strengths and weaknesses of the article, how to increase the strength and quality of the paper, and evaluate the relevance and authenticity of the manuscript.

Before reviewing, please note the following:

• Is the article requested to be reviewed in accordance with your expertise? If you receive a script that covers the topics that are not appropriate areas of your expertise, please notify the editor as soon as possible. Please recommend an alternative reviewer.
• Do you have the time to review this paper? The review process must be completed within two weeks. If you agree and require a longer period, notify the editor as soon as possible, or suggest an alternative reviewer.
• Is there any potential conflict of interest? Meanwhile, conflicts of interest will not disqualify you as a reviewer, disclose all conflicts of interest to the editor before reviewing. If you have any questions about potential conflicts of interest, do not hesitate to contact the editorial office.

Review Process
When reviewing the article, please consider the following:

• Title: is it clearly illustrating the article?
• Abstract: does it reflect the contents of the article?
• Introduction: does it describe the accuracy of matters submitted by the author and clearly state the problem being considered? Typically, the introduction should summarize the context of the relevant research, and explain the findings of the research or other findings, if any, offered for discussion. This research should explain the methods.

Content of the Article
In order to determine the originality and suitability for the journal, are there any elements of plagiarism over 25% of this paper field? Quick literature search can use certain tools such as Turnitin to see if there are similarities from other parts.

• if the study had been previously done by other authors, it is still eligible for publication?
• is the article is fairly new, fairly deep, and interesting to be published?
• does it contribute to knowledge?
• does the article adhere to the standards of the journal?
• Scope - Is the article in line with the objectives and scope of the journal?

Method
Comprehensive and perfect:

• does the author accurately describe how the data is collected?
• is the theoretical basis or reference used appropriately for this study?
• is the exposure design suitable for the answer to the question?
• is there a decent enough information for you to imitate the research?
• does the article identify the following procedures?
• are there any new methods? If there is a new method, does the author explain it in details?
• Is there an appropriate sampling and determination of informants?
• have the tools and materials used been adequately explained? and
• does the article exposure describe what type of data is recorded; right in describing the measurement?

Results:
This is where the author must explain the findings in his/her research. It should be clearly laid out and in a logical sequence. You will need to consider whether the appropriate analysis has been carried out; the use of statistical tools? If you have a better statistical tool to be used in this study, notify it, and the interpretation need not be included in this section.

Discussion and Conclusion:

• are the claims in this section is supported by the fair results and quite reasonable?
• does the author compare the research results with other previous ones?
• do the results of research written in the article contradict the previous theories?
• does the conclusion explain how better scientific research to be followed-up?

Tables and Pictures:
Is it suitable with the referred explanation by showing data which is easy to interpret and understandable for the readers?

Writing Styles

• Authors must be critical mostly to the literature systematic review of the issues, which is relevant to the field of study.
• Reviews should be focused on a single topic.
• All exposure should be in English and written in a god and coherent grammar.
• Easy to understand
• Interesting to read

Originality Research

• The original data and testing, it must present data that offers a new approach to improve systems, processes, and precision of the tools which are used.
• Research policy and observational analysis, it should clarify the feasibility, effectiveness, and implementation of the research results. It is not limited to the topic of  Public Administration, Management and Public Policy Studies, Political Dynamics, Governance, Community Empowerment and Local Wisdom including studies of other social issues..
• In Practice (case study), The paper should explain the situation regarding the future challenges in of  Public Administration, Management and Public Policy Studies, Political Dynamics, Governance, Community Empowerment and Local Wisdom including studies of other social issues and sustainable, within its conclusions, and things which can be learned.
