IMPLEMENTASI PROGRAM PROMOTIF DAN PREVENTIF DI PUSKESMAS PASIR PUTIH KECAMATAN PASIR PUTIH TAHUN 2023

Latar Belakang: Kesehatan merupakan kebutuhan setiap manusia dalam kehidupan. Namun, di era globalisasi ini tidak sedikit masyarakat yang kurang peduli dengan pencegahan penyakit, bahkan penyelenggara fasilitas kesehatan lebih mementingkan upaya kuratif dibandingkan upaya promotif dan preventif. Pelayanan promotif dan preventif merupakan kegiatan yang bersifat promosi dan pencegahan masalah kesehatan atau penyakit yang perlu lebih diutamakan dan diperhatikan untuk meningkatkan kesehatan masyarakat kearah yang lebih baik.
Tujuan: Mengetahui implementasi program promotif dan preventif di puskesmas pasir putih kecamatan pasir putih
Metode: Jenis penelitian ini adalah penelitian kualitatif deskriptif dengan pendekatan wawancara mendalam (deep interviews).
Hasil: Hasil penelitian menunjukan bahwa pelaksanaan program promotif dan preventif belum optimal, hal tersebut ditinjau dari aspek komunikasi, masyarakat masih kurang percaya dengan petugas kesehatan dan kurangnya partisipasi Masyarakat dalam mengikuti program yang diselenggarakan puskesmas. Aspek sumber daya, yaitu petugas belum pernah mengikuti pelatihan serta masih kerja merangkap, sumber daya berupa sarana/peralatan yang tidak berfungsi dengan baik namun penganggaran dari program promotif dan preventif sudah mencukupi. Dari aspek diposisi, masih belum mengetahui kebijakan atau aturan mengenai pengelolaan program promotif dan preventif. Aspek struktur birokrasi, yakni belum adanya pembagian tugas serta ketidakjelasan tupoksi para anggota.
Kesimpulan: Kesimpulan pada penelitian ini yaitu implementasi program promotif dan preventif belum sepenuhnya terlaksana dengan baik, baik dari segi komunikasi, sumber daya, disposisi maupun struktur birokrasi. Diharapkan puskesmas lebih memperhatikan kendala dalam pelaksanaan program promotif dan preventif untuk lebih meningkatkan partisipasi masyarakat dan optimalisasi program.

Background: Health is a needs for every human being. However, in this era of globalization, quite a few people are less concerned with disease prevention, even health facility administrators prioritize curative efforts rather than promotive and preventive efforts. Promotive and preventive services are activities that promote and prevent health problems or diseases that need to be prioritized and paid attention to in order to improve public health for the better.
Objectives: The purpose of this study was to determine the implementation of promotive and preventive programs at the Pasir Putih Health Center, Pasir Putih sub-district.
Methods: This type of research is descriptive qualitative research with a case study approach.
Results: The research results show that the implementation of promotive and preventive programs is not optimal, this is seen from the communication aspect, the community still lacks trust in health workers and there is a lack of community participation in participating in programs organized by the health center. The resource aspect, namely officers have never attended training and are still working concurrently, resources in the form of facilities/equipment that are not functioning properly but the budget for promotive and preventive programs is sufficient. From the position aspect, we still don't know the policies or rules regarding the management of promotive and preventive programs. Aspects of the bureaucratic structure, namely the lack of division of tasks and unclear duties and functions of the members.
Conclusion: The conclusion of this research is the implementation of promotive and preventive programs has not been fully implemented well, both in terms of communication, resources, disposition and bureaucratic structure. It is hoped that community health centers will pay more attention to obstacles in implementing promotive and preventive programs to further increase community participation and optimize programs.
